Ed Klonoski
In February 2008, Ed Klonoski was named President of Charter Oak State College. The College, created by the Connecticut Legislature in 1973, assists adult learners in achieving their educational goals. Charter Oak's academic program is offered online to students across Connecticut and the nation, with approximately 500 new bachelor's degrees conferred each year.
Previously, Klonoski spent 10 years as the first President of the Connecticut Distance Learning Consortium, a collaborative effort by 50 Connecticut institutions of learning to deliver high quality, web-based education. From Course Management System applications to pedagogy, student services, and institutional research, Klonoski has facilitated the Consortium's online innovations. In 2004, the CTDLC received an Education Excellence Award from the New England Board of Higher Education (NEBHE).
Prior to directing the CTDLC, Klonoski served as Director of Information Technology at Charter Oak State College. He also spent 15 years teaching Composition & Rhetoric in a networked classroom and 5 years teaching faculty to create interactive multimedia. He has produced various types of educational media, published and presented on using the new media in teaching and learning, and consulted with a variety of institutions in both education and industry.
For eight years Klonoski served as the Chair of the President's Forum, a collaboration of accredited, national, adult-serving institutions and programs which have embraced the power and potential of online education. He has chaired NEBHE's Regional Steering Committee for SARA from its inception to 2022 and still serves on that Board. He is past chair of the Hartford Consortium for Higher Education, and served on the boards for Leadership Greater Hartford, the Greater New Britain Chamber of Commerce, the Central Connecticut Chamber of Commerce, and was a founding Board member of the Lumina funded Competency-based Education Network.
Ed has been a lifetime resident of Connecticut with degrees from UCONN and the University of Hartford.

David Ferreira
Dr. David Ferreira has been the Provost at Charter Oak State College since June 2021. In this capacity, he serves as the Chief Academic Officer and leads academic innovation and quality at the institution. He has successfully expanded workforce development initiatives and academic programs through strategic use of industry-driven curriculum and stackable credentials.
Recently, he chaired the college's AI Advisory group that monitored developments in artificial intelligence applications and made recommendations related to academic policy and practices. Dr. Ferreira's expertise in higher education leadership and his commitment to integrating cutting-edge technology into learning environments make him a thought leader in AI applications for business and higher education.
Dr. Ferreira holds a B.S. in Political Science from Southern Connecticut State University, an M.A. in Political Science from American University, and an Ed.D. in Higher Education Leadership from Northcentral University.

Michael Moriarty
Michael Moriarty serves as the Vice President for Administration and Chief Financial Officer of Charter Oak State College, a proud member institution of the Connecticut State Colleges and Universities system. With extensive experience in higher education finance and administration, Michael is committed to promoting student affordability and access through innovative financial strategies, operational excellence, and resource stewardship.
In his role, Michael oversees key administrative areas including finance, technology, facilities, and human resources. He is dedicated to ensuring transparent budgeting processes, regulatory compliance, and the strategic alignment of resources to support institutional goals. Michael's collaborative leadership has driven team initiatives that strengthened the College's financial foundation while maintaining its commitment to affordability and sustainable growth.
Prior to joining Charter Oak, Michael was a key member of the senior management team at Deloitte & Touché, a global leader in the accounting profession. For over a decade at Deloitte, Michael specialized in providing services to large-cap clients with complex domestic and international operations. His expertise included navigating intricate regulatory landscapes, managing cross-border financial reporting, and advising on strategic risk management and controls.
A trusted advisor and strategic partner, Michael is passionate about fostering an inclusive environment for faculty, staff, and students while championing the mission of public higher education. Away from work, Michael enjoys spending time with family and friends, volunteering in the local community, and is known to be an avid do-it-yourselfer on the home front.
